Jerome Kaszubowski has served as a Highlands County Clerk of Courts Deputy Clerk, in various capacities, for more than 30 years. Currently, under the Robert Germaine administration, he holds the Senior Director of Business Services position with oversight of the agency’s business operations. The Business Services Department includes various divisions, including Accounting, Finance, Human Resources, Official Records, Tax Deeds, Marriage Licenses, Payroll (for the Clerk and Board of County Commissioners), and Information Technology (for the Clerk, Board, Tax Collector, and Supervisor of Elections).
During the Luke Brooker administration, from 1993 through 2008, Jerome held the Information Technology Director/Chief Technology Officer position with direct responsibility for all Clerk technology functions and non-emergency technology functions for the Board.
Under the Earl Rich administration, from 1986 through 1992, Jerome held the position of Systems Analyst/Programmer. He developed several business applications, saving hundreds of thousands of dollars in software costs.
Before joining the Clerk of Courts in 1986, Jerome attended Ferris State College in Big Rapids, Michigan, where he earned an Associate’s degree in Accountancy, and a Bachelor of Science degree in Business Data Processing, graduating with high distinction. In 2010, he became a Certified Governmental Chief Information Officer through Florida State University and was a member of the SFSC Leadership Highlands Class of 2011. He is an active member of the Highlands County Republican Executive Committee and Heartland American Israeli Initiative.
Jerome has played an active role in leadership at The Ministry Center, Lake Placid/Sebring, since 2010. During his time there, he has served as Teacher, Sunday School Superintendent, and Advisory Board Member. Jerome is a former President and Board member of Heartland Christian School-Sebring, and a former Treasurer of First Baptist Church of Lake Josephine-Sebring.
Jerome’s family has a long history of excellence in public service, with his mother, grandfather, great-grandfather, and great-great-grandfather all elected as township clerks in the same Michigan community.
Today, Jerome is happily married to Margaret, his wife of 30 years and counting! They have three children: Kyle Conley, Hannah Kaszubowski, and Kayla Best; Son-in-law Chuck Best; and five grandchildren: Addie and Kade Conley, and Seth, Bailey and Aaron Best.
My top priorities are improving community outreach and expenditure transparency. I plan to expand court system student education with Teen Court and other educational programs, communicate available career opportunities, improve the jury duty system, establish an official social media presence for Clerk-related activities, and refresh the Clerk’s website. Expanded public presence will necessitate additional network security improvements.
I bring invaluable experience, including proven successful leadership as the Business Services Senior Director (11 years) and Technology Director (16 years). Mindful of taxpayers, I facilitated consolidations as Technology Director, saving millions of dollars. I upheld my responsibility to protect the most sensitive court, property, and financial records in Highlands County. My experience as Business Services Senior Director, including oversight of the budget, county finances/investments, human resources, technology, and significant involvement with all major court-related projects, provides unmatched knowledge crucial for the role of Clerk. With me, on-the-job training is unnecessary. I’m ready to lead on day 1!
